The manager of the small New Hampshire town of Nottingham doesn't understand all the fuss surrounding the decision to allow town employees to bring their guns to work.The high court says the second amendment guarantees the right to bear arms.

"Everyone wants to know if I'm packing," Charles Brown told ABCNews.com. "Honestly, all the hoopla is over the top."

For Brown and other officials in the town of 4,800, it's a matter of constitutional rights.

Under the old legislation, all Nottingham employees except police officers were banned from brining their guns onto town property during work hours. The town's selectmen voted last week to allow guns on municipal property, and the change went into effect on Thursday.

In its second major ruling on gun rights in three years, the Supreme Court Monday extended the federally protected right to keep and bear arms to all 50 states. The decision will be hailed by gun rights advocates and comes over the opposition of gun control groups, the city of Chicago and four justices.

Justice Samuel Alito wrote for the five justice majority saying "the right to keep and bear arms must be regarded as a substantive guarantee, not a prohibition that could be ignored so long as the States legislated in an evenhanded manner."

The ruling builds upon the Court's 2008 decision in D.C. v. Heller that invalidated the handgun ban in the nation's capital. More importantly, that decision held that the Second Amendment right to keep and bear arms was a right the Founders specifically delegated to individuals. The justices affirmed that decision and extended its reach to the 50 states. Today's ruling also invalidates Chicago's handgun ban.

Secretary of State Hillary Clinton just announced the Obama Administration would be working hand in glove with the U.N. to pass a new “Small Arms Treaty.”

Disguised as legislation to help in the fight against “terrorism,” “insurgency” and “international crime syndicates,” the U.N.’s Small Arms Treaty is nothing more than a massive, GLOBAL gun control scheme.

If passed by the U.N. and ratified by the U.S. Senate, the U.N.’s Small Arms Treaty would almost certainly FORCE national governments to:

  • Enact tougher licensing requirements, making law-abiding citizens cut through even more bureaucratic red tape just to own a firearm legally;
  • CONFISCATE and DESTROY ALL “unauthorized” civilian firearms (all firearms owned by the government are excluded, of course);
  • BAN the trade, sale and private ownership of ALL semi-automatic weapons;
  • Create an INTERNATIONAL gun registry, setting the stage for full-scale gun CONFISCATION.

Feds argue that states' gun-rights movement is a threat PDF Print E-mail

The federal government is arguing in a gun-rights case pending in federal court in Montana that state plans to exempt in-state guns from various federal requirements themselves make the laws void, because the growing movement certainly would impact "interstate commerce."

The government continues to argue to the court that the Commerce Clause in the U.S. Constitution should be the guiding rule for the coming decision. The argument plays down the significance of both the Second Amendment right to bear arms and the 10th Amendment provision that reserves to states all prerogatives not specifically granted the federal government in the Constitution.

As some states consider bills to get more guns in the hands of gun owners, some states are considering bills aimed at banning open carry.

In California, the Democrat-controlled Assembly Public Safety Committee passed a measure banning “open carry.” The move is expected to draw opposition and will likely lead to a number of lawsuits.

Both sides are closely watching a Supreme Court case that challenges a Chicago ban on handguns kept in private homes for personal protection.

Citizens rally in Washington to support Gun Rights PDF Print E-mail

Hundreds of activists rallied in Washington, D.C., in support of gun rights Monday, urging people to vote for candidates in the upcoming elections who will loosen firearm restrictions.

The rally in the nation's capital coincided with another rally in northern Virginia, where dozens of activists holstered handguns and slung unloaded rifles over their shoulders. The gun-toting protesters in Virginia were within the bounds of the law, and promised to keep the weapons unloaded.

Those in Washington, D.C., though, chose not to carry any firearms in compliance with the District's strict gun laws, even though many believe the rules are unconstitutional. The Supreme Court overturned part of the District's gun policy in 2008, when it struck down the city's handgun ban.

Arizona becomes third state to allow concealed weapons without permit PDF Print E-mail

Favoring the constitutional right to bear arms over others' concerns about gun safety, Gov. Jan Brewer on Friday signed into law a bill making Arizona the third state allowing people to carry a concealed weapon without requiring a permit.

The measure takes effect 90 days after the current legislative session ends, which likely puts the effective date in July or August.

"I believe this legislation not only protects the Second Amendment rights of Arizona citizens, but restores those rights as well," Brewer, a Republican, said in a statement.

Alaska and Vermont now do not require permits to carry concealed weapons.

Idaho signs law nullifying Fed regulation of firearms made and sold within the state PDF Print E-mail

Joining a nationwide effort to challenge Washington's authority, Idaho Gov. Butch Otter today made his state the seventh to exempt guns made and kept in the state from any federal regulations.

House Bill 589 was listed today on Otter's website among legislation that had been signed into law. The governor added Idaho to the list of states that have adopted what has become known as "Firearm Freedom Acts."

The movement began in Montana, where a court case was filed seeking affirmation that the state – and not bureaucrats in the nation's capital – has the right to manage in-state issues and actions

California bill proposes permanent, mandatory gun registration PDF Print E-mail

A California Democrat is proposing a new law requiring residents to register their shotguns and rifles or go to jail, CBSNews.com has learned.

Assemblyman Mike Feuer, whose district includes Beverly Hill and West Hollywood, this week introduced legislation ordering law enforcement to "permanently keep" records of anyone who buys a gun from a dealer or an individual. California already stores information about handgun purchases.

Feuer is no friend of firearms owners: his previous legislative effort, which Gov. Arnold Schwarzenegger signed into law, required all new handguns to include "microstamping" technology that can imprint serial numbers on spent ammunition casings. As a Los Angeles city councilman, Feuer proposed limiting city residents to one gun a month.
